Messaging from govt, London mayor and TfL is incoherent. They want everyone to return to work but have big publicity campaigns encouraging everyone to cycle or walk rather than take public transport.                         alternative, especially when it gets cold, wet and darker. People want to WFH because they dislike commuting on public transport, and authorities are fuelling the fear, so tube and bus use are still very low.                         deficits. Govt need to communicate that tube, buses etc are safe way to get to work - walking/cycling will always be small proportion of commuter journeys. Central London is 14% of GDP - London generates more tax than the next 37 cities.
