Following the outbreak of the COVID 19 pandemic in January 2020 and the entry into lockdown of Zimbabwe, the Zimbabwe Human Rights Association (ZimRights) immediately set into motion a three-pillar COVID 19 response strategy. #RightsInCrisisZW

The three pillars are:

1) Human Rights Monitoring under which 7 reports where produced;
2) Humanitarian Response Pillar under which 7 provinces received urgent humanitarian support;....

10 reports were produced between 30 March 2020 and 30 June 2020, capturing varied experiences of the Zimbabwean communities. Over 600 testimonies have been documented on ZimRights Digital Platforms. #RightsInCrisisZW

As the nation looks into the future, with far reaching global changes and the possibility that COVID-19 will be with us for longer than anticipated....

....ZimRights has sifted through these experiences, reports, testimonies and expert views, to produce what is probably the most comprehensive local appraisal of the COVID-19 situation from a human rights perspective. #RightsInCrisisZW

This Report; “Rights in Crisis” captures the story of COVID-19 from its genesis in Wuhan Province in China, its journey into Zimbabwe and the devastating effect on livelihoods and transformative impact on the way we work, live and learn - @ruwamakumbe #RightsInCrisisZW

Combining community voices, victim testimonies and expert input, the report analyses the country’s COVID 19 response, the state of preparedness and looks into the future with a number of suggestions meant to ensure that #Zimbabwe emerges from the crisis better #RightsInCrisisZW

COVID-19 has put the world in an unprecedented situation demanding a shift in the way we operate both at home and work #RightsInCrisisZW

As response, @WHO has issued technical guidance to states and provided public advice on a raft of measures aimed at preventing the spread of the virus and effectively responding to active cases. #RightsInCrisisZW

The Report Draws on Lessons from the Ebola Crisis in West Africa - @ruwamakumbe talking about the #RightsInCrisisZW Report

What is cardinal in the report is the appreciation that we have so much to learn from past experiences. In as much as this is an unprecedented situation, there are lessons to be learnt from the Ebola crisis in West Africa. #RightsInCrisisZW

Planning and preparedness are at the centre of ensuring that in future emergencies, the harm suffered is mitigated. In our case this means investing in a functional health care system that is accessible, affordable and efficient. #RightsInCrisisZW

This includes putting in place sustainable measures from making available resources in our hospitals, paying health professionals a fair salary and investing in health security - @ruwamakumbe #RightsInCrisisZW

The Report Highlights the State of Human Rights, Rule of Law and Emergency Powers - @ruwamakumbe #RightsInCrisisZW

We consider the impact of the declaration of a state of emergency in the country on human rights and rule of law. During the lockdown we saw an increase in police and military presence, use of force against civilians, arbitrary detentions and unlawful arrests - @ruwamakumbe

This is against a backdrop of the Siracusa Principles on the Limitation and Derogation Provisions in the International Covenant on Civil and Political Rights (Siracusa Principles) - @ruwamakumbe #RightsInCrisisZW

In terms of the Principles, any restriction of fundamental rights imposed by the government in the public interest must be justifiable and legal; based on a legitimate objective; strictly necessary in a democratic society and not arbitrary... #RightsInCrisisZW

...unreasonable, or discriminatory. In the report we look at the obligations of the state and state agencies derived from the Constitution and international instruments such as the ICCPR, CRC and CEDAW - @ruwamakumbe #RightsInCrisisZW

We also stress on the @UN position that a state of emergency, or any other security measures, should be guided by human rights - @ruwamakumbe #RightsInCrisisZW

"Principles and should not, in any circumstances, be an excuse to quash dissent. What is clear is that a State of Emergency does not justify government repression"- @ruwamakumbe #RightsInCrisisZW

Another key feature is the report’s Consideration of The Disproportionate Impact of Covid-19 on Women and Girls

Overally, I am proud that this report captures important details and experiences as well as recommendations which are tools in broader efforts to address the challenges presented by the pandemic in Zimbabwe - @ruwamakumbe #RightsInCrisisZW

I have highlighted some of the key features from the report but the report goes into much depth. I therefore encourage everyone including our political leaders and government to read the report and draw insights from our experiences - @Ruwamakumbe #RightsInCrisisZW

Most Outstanding Recommendations
1. Fostering Transparency and Accountability at all levels of government is key to rebuilding our national institutions including the national healthcare system, an independent judiciary and a sustainable economy. #RightsInCrisisZW

2. Building partnerships between the public sector & the private sector allows for creativity and innovation to address some of the challenges that we are currently facing. This will also increase national capacity to rebuild the country’s economy and industry. #RightsInCrisisZW

3. Invest in technology including education technology. Apart from strengthening the education system, tools such as internet connectivity should be prioritised ensuring that it is affordable, available, and efficient in all parts of the country and to all households.

Since the declaration of the national lockdown by the President, ZimRights recorded quite number human rights violations and its regrettable that even now we continue to witness these violations - Onward Matizha of @ZimRights1 #RightsInCrisisZW

For the puporse of this discussion I will focus on the three that were too prominent during the lockdown – the time we compiled the reports - Onward Matizha #rightsincrisiszw

Of course they were other violations these were the most topical we recorded, verified using ZimRights members. Remember ZimRights is presented in all over the districts of the 9 Provinces in Zimbabwe - Onward Matizha #RightsInCrisisZW

Urban-rural migration – This actually led to overbeddern of the rural economy – risks of infections (observing social distance measures) - Onward Matizha #RightsInCrisisZW

In Buhera , ZimRights member said we confronted them and told them that they were putting our village at risk
we are not even sure about the increase in numbers where is the root cause- because those people are said thy dont have history of traveling – Mhondoro #RightsInCrisisZW

Enforcing lockdown -Experience and Interface with security services (1st and 2nd report) - Onward #RightsInCrisisZW

One week down the line – @PoliceZimbabwe National Spokesperson – Assistant Commissioner Paul Nyathi announced that the police have arrested 485 people for failing to abide by the lockdown regulations - Onward Matizha #RightsInCrisisZW

Yes it was they and it is they mandate to enforce but the way how they were enforcing was and is still a cause of concern. Its a threat to both themselves and the general public - Onward Matizha #RightsInCrisisZW

We witnessed 30 -40 officers snatched in a lorry without observing social distance, during the first two-three weeks without even masks (PPE). After work they go back home – chances of affecting their families and even innocent civilians are very high - Onward Matizha

Therefore in as much as we need them to maintain order we also encourage them to be concies to the effects of COVID-19 adhering to WHO guidelines - Onward Matizha #RightsInCrisisZW

In our understanding as ZimRights is that WHO guidelines did not discriminate and are not meant for a certain section of the community,what applies to mbuya in Zaka also applies to the officer who is expected to enforce the lockdown regulations -Onward Matizha #RightsInCrisisZW

Shortage/ expensive of basic commodities- It was hunger versus COVID-19. First week it was panic buying - Onward Matizha speaking about the #RightsInCrisisZW Report

Water challenges in most of the high density surbuds especially major towns and cities. Section 77 (a) of the Constitution gurantees the right to safe, clean and potable water. This constitution obligations were not fulfilled - Onward #RightsInCrisisZW

Community were asking how do we practice hygine without water. Zimbabwe has been hardly hitted by water crisis. Families were locked up without access to water. Consequently, the people who were most affected were women who are responsible for the general welfare of the family.

Decentralization of tobacco flows – ZimRights members in Hurungwe were crying on these issue. No comparative advantages for tobacco. Most of them produce first grade tobacco- but because of no competition they were paid little than they expected - Onward Matizha #RightsInCrisisZW

Demolished of installs/markets- Week of independence 18 April. @ZCTU estimated 85% of the people work in the informal sector, where they run small to medium enterprises that require them to work on a daily basis as their income is based on low profits - Onward #RightsInCrisisZW

During the independence week the communities were ambushed. Indeed Section 13 of the Constitution speaks on the need for the state and all institutions to take measures to promote private initiative and self reliance - Onward speaking about #RightsInCrisisZW

UN Secretary General Antonio Guterres said Involve everyone in your response because we are all in this together - Onward Matizha #RightsInCrisisZW

It is a fact that the COVID-19 pandemic caught the government unprepared, worse the community to tackle the global threat. In most rural areas, little was known about actions which were taken as part of the efforts to compact the pandemic – my-be due to lack of information

However communities did not rest waiting for the government - Onward Matizha #RightsInCrisisZW

Communities are now taking their own measures to tackle COVID by using traditional remedies - Onward Matizha #RightsInCrisisZW
